Process & Change Center of Excellence

The Process & Change Center of Excellence (PCCoE) creates a permanent center of expertise that standardizes process and change methods, builds internal transformation capability, and sustains benefits through ongoing governance and continuous improvement.

Details

The Process & Change Center of Excellence (PCCoE) establishes an internal hub of process design, change management, and organizational transformation expertise that becomes embedded in your enterprise's operating model. Unlike external consulting teams that arrive for a project and depart, the PCCoE serves as the permanent home for process and change methodology, tools, capability development, and governance discipline.

The PCCoE directly addresses three critical challenges that large utility enterprises face:

  • Fragmented Process & Change Capability Across the Enterprise – When utilities lack centralized process and change expertise, different business units apply inconsistent methodologies and standards, creating variation in process quality, duplicating training effort, and preventing organizational learning across transformations.

  • Inability to Scale Transformation Success Across Multiple Concurrent Initiatives – While a single large transformation may succeed through dedicated focus, multiple concurrent transformations overwhelm internal capacity. External consultants are expensive and depart with their knowledge. Without centralized coordination, the same process may be altered by multiple transformations, leading to conflicting results.

  • Lost Transformation Knowledge & Regression to Legacy Processes Post-Implementation – After go-live, transformation teams dissolve and redesigned processes lack ongoing governance, improvement discipline, and capability reinforcement. Within months, staff revert to old behaviors and benefits degrade.

Key components include:

  • PCCoE Operating Model, Governance Structure & Organizational Integration

  • Process & Change Methodology, Tools & Standards Development

  • Internal Capability Building & Sustained Expertise Development

The Process & Change Center of Excellence (PCCoE) provides a structured, enterprise-level approach to building permanent transformation capability. By establishing standardized methodologies, governance frameworks, and internal expertise, the PCCoE ensures that process and change initiatives are executed with excellence and sustained long-term across your organization.

The PCCoE operates as an integrated, permanent enterprise function that serves as the centralized hub for all process and change work, embedding capability across the organization while maintaining clear accountability, governance, and execution discipline.

PCCoE Operating Model, Governance Structure & Organizational Integration

  • PCCoE charter, organizational placement, and reporting relationships

  • Governance structure with steering committee linkage and budget authority

  • Integration points with PMO/VRO functions and strategic planning processes, as applicable

  • Core roles, service model, and resource allocation protocols

  • Quality assurance and capability maturity frameworks

  • Establishment of the PCCoE as a permanent enterprise function, not a temporary project team

Process & Change Methodology, Tools & Standards Development

  • Customized process design methodology including process mapping standards, As-Is/To-Be design protocols, and process performance metrics

  • Change management methodology aligned with industry best practices

  • Enterprise governance standards including decision frameworks, risk assessment tools, and adoption readiness rubrics

  • Methodology library and tools repository for leverage across all transformations

  • Documentation, training materials, and governance templates for consistent application across the enterprise

  • Continuous refinement of standards based on lessons learned from successful transformations

Internal Capability Building & Sustained Expertise Development

  • Training of internal process designers, change practitioners, and program leaders in proven methodologies

  • Mentoring and coaching of emerging leaders and development of next-generation transformation expertise

  • Establishment of PCCoE community of practice to enable practitioners across the enterprise to stay connected, share learning, and continuously improve capability

  • Knowledge transfer programs ensuring expertise is retained and strengthened over time

  • Capability maturity assessments and targeted development plans for individuals and teams

  • Transition of Conduit Consulting partnership from doing the work to coaching and advisory support as internal capability develops

The PCCoE multiplies transformation value across your portfolio. A single large transformation may realize $10-15M in benefits, but when your enterprise becomes capable of executing 3-4 concurrent transformations with consistent methodology and governance discipline, cumulative portfolio value reaches $30-60M+. Initial PCCoE investment is offset by eliminating repeated external consulting costs, with long-term ROI dramatically positive as transformation execution shifts to primarily internal staff time and tools rather than consultant fees.

The PCCoE can integrate with other transformation functions—including the Process & Business Readiness Board and the PMO/VRO—to ensure that processes are designed consistently, implemented with integrated change management, benefits are realized, and benefits are sustained long-term through continuous improvement and governance discipline.
